Background: LPR filed petition for review of decision by the Board of Immigration Appeals (BIA) finding him ineligible to apply for discretionary relief from removal.

Holdings: The Court of Appeals held that:

(1) BIA's ruling that alien was ineligible for discretionary relief from removal on basis of comparable grounds rule was entitled to Chevron deference, and

(2)alien was not denied equal protection when he was denied discretionary relief from removal.
